An immediate solution is to put “Police Boxes” on the streets where 2-3 police officers are always available in an emergency. If a map is carefully drawn, a police officer could be less than 5 minutes away from outdoor restaurants. Also, bikes or scooters could make that trip even faster. These “boxes” would not have paperwork or equipment other than what was on the police officer. Cell phones on the officer. Just a bench or stool and officers would be standing or sitting on the street or avenue. The idea is to get live officers close to the action.
